The Turtle of Time is a symbol standing for space-time infinity in universe. They are stacked with an infinite amount and the further downward they are, the larger the Turtles of Time get. They are meant to hold the universe on their backs, with the earliest version at the very bottom of the stack. They're described in the game's ending as being "peaceful entities with no way to defend themselves", and as such were entirely unprepared for the arrival of the Goo.
They can be found in Tasty Planet: Back for Seconds, and only appear in All The Way Down as the final object in the game.

- If you were to modify the game to allow the Goo to grow larger than the victory size, the player would be able to eat 11 more Turtles of Time before there would be nothing left to eat, for a total of 70 in the game.
